"Coarse" refers to the diameter of an individual hair. If you can roll the hair between your fingers and feel or hear it rolling, then it's likely coarse. Asian, Native American, and African American hair is generally coarse. European hair generally ranges from "fine" to "medium".
Coarse hair tends to be "springy" and wants to hold its shape. That's why Asian males tend to get those wings when they're growing out.
