How do you get that hairstyle?

There's two ways to get that style, which is called a pompadour. It's probably got another name, too.
1. Backcombing. You pull up the hair under where you want the bump and comb it back toward the scalp, creating a mat. After you have done this with the whole area, you smooth it into the shape you want and comb the surface smooth. Use lots of the product of your choice. Backcombing is seriously bad for the hair, but if you're not concerned about that, go ahead. I think this is probably what they did here.
2. A rat. Seriously, that's what they call it. Actually, it's a wad of some hairlike material that is pinned in place and has the hair combed over it and fastened in place. The problem with these is you pretty much have to make them yourself or have them custom made, which is pretty much a lost art. So I rather doubt it's what she's got.

What's described in the post above is correct. However, the pic you posted was of a pretty low level "bump", so you could probably get it by just using your fingers to pull your hair on the top of your head forward a little before you clamp it in a barette on the top of your head. Just try to pull it evenly and neatly...it may take some practice to get it neat.
