I met a girl who had a gorgeous DIY ombre and thought I'd try it myself. So I did my research and started bleaching (with 20 developer). I bleached it twice (don't worry---not at once), but the lightest part is still NOT very light. I later toned it with Wella Beige Blonde toner & 20 developer, but it didn't seem to do much!
At this point I'm not sure what to do. I've heard that I've already bleached too much; I've heard I should bleach it again, because it wasn't bleached enough for the toner to have an effect; I've heard it's bleached more than enough for the toner to have an effect.

Should I do one more round of bleach and toner? or just a stronger/lighter toner? I don't want to keep damaging it so whatever I do has got to count.

It's been almost 2 weeks since it's been touched with chemicals but my brother's wedding is in a couple weeks so I need to take action pronto!!!

What color was your hair before you bleached and was it virgin or colored prior? The 20 vol may not have been strong enough if you have previously colored your hair however bleaching 2 times at 20 vol should have lightened it up quite a bit. What kind of bleach are you using as well? You should always tone after you shampoo the bleach out before you condition. So shampoo bleach out tone rinse and condition.
A lot of people get that wrong so just checkin lol.

Putting a toner on the hair won't make it any lighter, it's impossible to achieve really ligt blonde hair with a yellow or brassy base.
Which color are you going for, if you aim for dark blonde you can use a dark ash base blonde tonor and it will cancel the brassiness out. A lighter toner doesn't have enough ashy pigments that can cancel out brass.
