I'm thinning in the front with a receding hair line. Its still relatively early but often seeing my scalp show through my hair and am beginning to think that shorter hair, maybe even as short as 3/4 of an inch might be the way to go. It seems like this might allow my hair to lay in such a way that it provides more coverage. Are shorter cuts generally the way to go for balding men?

Only if it bothers you. Otherwise, it's all right to wait a while. But once you've reached "combover" territory, it'll probably look better kept short or shaved; combovers are the stuff of bad jokes :-P .
