I am a 50+ mail with gray hair and a gray beard. My hair has some silver mixed with the gray.

2 questions.
1) My gray is very resistant and I've tried a number of color products without the success I'm looking for. My original hair color was Light Brown (sandy color). I have been using Natural Instincts by Clairol (tweed) which is the shade of light brown/dark blonde I want but no matter how long I leave it on (15-20 minutes), I still end up with lots of gray roots. What can I do to get the color I want?
2) I've read that pre-treating with 20% peroxide with water will "soften" the hair and ope the folicles but I'm not sure what peroxide is used? Is this Hydrogen Peroxide? Or something else.

hmm with grey hair, it is trickier to colour it, as you know it wont absorb colour. i am not sure about this but there is a product where it deposits a certain pigment or chemical on grey hair that makes grey hair more absorbent to dyes. try to find it in Sally's or the net.
