which andis, outliner, t-outliner or styliner?

if it is the gray ones (outliner) you may have to tighten the screws inside or re-align the blade. make sure you oil the blade also. if it is the styliner, there are 3 screws inside, 2 on the bottom and 1 on top. you may have screwed the top screw to tight. loosen it a little. if that is the case, the motor is working hard but the blade isn't moving, resulting with the noise. also i believe the styliner has a screw on the side. you may have to turn it until the noise stops.

play with them for a while because they should not be making a loud noise.

No,they should not be making loud noise. Make sure they are oiled and the blade is lined up like it was when you bought it. Sometimes clippers have to be set slightly off center, either to the right or left.

How come I can't get those fresh hairs, that are around my hair line, wit my andis outlinerII? Should I use a razor instead, or are they not sharp enough?

When I do the corner of the trimmer i still can't get those small hairs, so i'll prolly have to get da razor. After u done wit da razor u put rubbin alochol right? Do u do that the nex day too?
