No cutting your hair is not necessary.
You may want to first call the salon and explain your dilema. Most professionals gaurantee their work...sometimes even up to a month.
Your problem is miner.
You needed a toner the first time to neutralize the yellow and produce a pretty shade of blond.
The second color was probably too warm of a formula and now youre seeing orange. Also, it could be fading.
Anywho...if you want to return to your natural your stylist can just match up the color.
Keep in mind color fades...you may need to do the color a few times to get it to stay!
