You might try Redkens glass after you shampoo your hair. Apply a small amount after you blow-dry your hair, this will allow it to lay smooth and feel silky without leaving an oily feeling. I use it myself alot on chemically treated hair.

I know you say you have tried everything, but try ARTec smoothing shampoo and conditioner. I have similar hair - very very coarse and dryand frizzy and it is the ONLY shampoo and conditioner that actually makes my hair feel silky.
