Try soaking it in very hot water with some baking soda mixed in. After about an hour, use a terry cloth towel and rub the bristles util it is removed.
This is how I clean my brushes in the salon.

How would one clean a metal bristle hairbrush ? The bristles have this coating of dust or . . something wrapped around them and I can't get the stupid thing clean. This is driving me nuts. Thanks to anyone who has any suggestions.
