It looks like rope twists, but with with only one strand. You twist a section of hair in one direction, all the way but excluding the long tail.

Then fold it double (upon itself).

The section will automatically coil around itself.

Tie it off with a small hair tie.

It takes a few dozen repetitions to complete this hairdo.
