for hair on the side like little baby hairs they usually dont grow i dont think there is anything u can do but embrace it

Hi

I have these short/tiny hairs around my hairline mostly on the sides of my forehead that just won't grow.  they have been this way most of my life.  Its not just a few hairs it goes back about an inch on my head and an inch side to side so its a good size section.

How can I get this hair to grow and why won't it grow? 

My hairdresser said there is nothing I can do but I just don't understand why.  My hair is pretty long so it covers it up but when I do decide to wear it back I think it would look better and fuller if all of it was one length. 

Also I have to wash my hair daily because this area the hair sticks up and is all over the place, where the rest of my hair is fine.

Any help is appreciate.
