Newbie please help

If your hair is that damaged, you might want to just wait until you've got new growth.  You don't want to break your hair off.

At the very least, if you can't live without trying it, I'd use a color remover like colorfix (test strand it to make sure you don't hit the breaking point).  It will probably give you yellow or orange hair which you'll have to dye over.  If it comes out orange, keep doing the color fix until you get yellow (do the test strand only to know how many times you'll have to do it).  Once its yellow, you can go over it with a boxed color that is ash blonde to tone down the yellow (make sure you only choose blonde ash, don't change your mind about the color at the last minute because only ash blonde will have the violet base you need to counter the yellow.  You need to test strand that too though, boxed colors still aren't very predictable.
