In all fairness neither were men, most men had longer than today's normal locks. People with buzzcuts would look pretty out of place. Probally due to the fact that people who were not rich, could not afford barbers. Some men were mandated by royalty to never cut their hair. In midevil times it was preached to the women by the catholic church, to never cut your hair.
